Appendix Q  -  Sample Crisis Scenario Definition - Detailed Procedures

This procedure supports the performance of the activity defined in Section 4.2 of the contingency plan.

Step 1 Identify Vulnerabilities (Hazard Identification / Risk Assessment)
Step 2 Prepare Risk List Based on Priorities and High consequence Events
Step 3 Assess Capabilities
Step 4 Identify Objectives of Prevention Preparedness Response (PPR) Program
Step 5 Prepare Crisis Response Plan (as part of PPR Program)
Step 6 Design / Develop Scenarios Prior to undertaking the Scenario:
  • Establish Scenario Situation, or Scenario Exercise based on Risk List ;
  • Establish Scenario Primary Objectives;
  • Establish Scenario Secondary Objectives;
  • Establish an expected Event Occurrence Summary Sheet;
  • Prepare Checklists; and
  • Prepare Observation Sheets.
   

Tabletop Scenarios (estimated time 4-6 weeks)

  • Select a Co-ordinator;
  • Select Work Team for Tabletop Design Preparation;
  • Determine Objectives and Issues;
  • Determine Scope and Extent of Play;
  • Determine Focus and Format;
  • Determine Means of Assessment (typically qualitative);
  • Establish Schedule; and
  • Determine resource requirements (boardroom …).
    Scenario Exercises (estimated time 6 - 22 weeks)
  • Select a Co-ordinator; and
  • Select Work Team for Scenario Design Preparation.
