Regulatory fee CAVCO is responsible for determining whether a production is a Canadian film or video production and for estimating eligible labour expenditures for the CPTC. The fees allow CAVCO to administer the program and recommend to the Minister of Canadian Heritage the issuance of a Canadian Film or Video Production Certificate and a Certificate of Completion for productions that meet the Canadian content requirement and are thus eligible for the CPTC. Fisheries and Oceans Canada implemented an External Charging Framework in fiscal year 2007–08. The framework provides the necessary foundation for Fisheries and Oceans Canada's corporate approach that will guide responsible decision making with regard to Fisheries and Oceans Canada's external charging. This framework will also provide a foundation for explaining Fisheries and Oceans Canada external charging decisions to stakeholders. The Department has also prepared a guide to external charging for departmental managers.

Consultations: Phase 1 - consultations: In the spring of 2010, Passport Canada held in-depth public consultations on the services for which it charges fees, and reported the results of the 7200 responses in a Public Consultations Findings Report, published in October 2010. As part of the next phase of the process, Passport Canada used this input to help design an updated service offering and fee structure. Phase 2 - public input submission and resolution period: Passport Canada presented its fee-for-service proposal to Canadians in November 2011. Phase 2 was successfully completed on January 3, 2012. Fifty-six inputs were received and all complaints were resolved. Phase 3 - tabling in Parliament: The User Fees Act establishes that regulating authorities must table in both houses of Parliament a detailed fee-for-service proposal upon the completion of the complaints-resolution process. Parliamentary tabling is planned for spring 2012. Phase 4 - regulatory changes: Upon completion of the parliamentary tabling, Passport Canada will proceed with amending its Passport Services Fees Regulations to reflect the new proposed fee structure. Passport Canada plans to seek final approval of its amended fee regulations in fall 2012. In 2011, Parks Canada announced a one year extension to the previously announced fee freeze due to the slow economic recovery. As such, all fees for entry, camping, canal lockage, recreation fees, fishing licenses, hot pools and business licenses will be frozen at 2008 rates until March 2013. Commercial fees will be frozen at 2009 rates until March 2014. For the proposed 2013/14 and 2014/15 (commercial fees) adjustments, Parks Canada will consult on two levels in 2012. National consultations will occur for all user fees that are to be applied nationally. The Agency will hold meetings with commercial group tour operators at travel trade shows, consult directly with national stakeholders and tourism interest groups and use social
media. For user fees of a unique local nature, to a national park, national historic site and national marine conservation area, Parks Canada will consult locally with the affected public, business operators, tourism partners and stakeholders through meetings with advisory and client groups and through direct mailings and posted notices. In both instances notice will be provided on the Parks Canada website on the proposals for price increases. A comparison of Parks Canada’s proposed fees with those charged by parks organizations in Canada and other countries will be conducted. Pursuant to the User Fees Act, a national fee proposal will be tabled in parliament in early 2013 prior to being submitted to the Minister responsible for Parks Canada for enactment. To respect our commitment to provide 18 months advance notice, implementation of the proposed new business fees and commercial rates will be 2014/15. |
