 The following section describes the sector and mandate of the 13 organizations and 2 academics that were interviewed.

Federal Government Departments and Agencies

Organization A

Organization A is a large federal government department with a mandate to ensure the safety and security of all Canadians. This organization’s physical assets are classified primarily as infrastructure and equipment.

Organization B

Organization B is a federal government agency providing a large breadth of services to the public at a national level. Its assets are relatively equal across IT and moveable assets, with real estate’s representation being marginally higher.

Organization C is a federal government department with involvement in science and technology. This organization’s predominant asset category is in science and technology equipment.

Organization D is a federal government agency tasked with administration and services dedicated to the ongoing economic and social well-being of Canadians. This organization does not invest heavily in real estate, and its assets are predominantly in IT hardware and software.

Organization E is a provincial government department with a mandate to manage finances for the delivery of all government programs and objectives. The bulk of their capital spending is allocated to other government ministries; this organization’s investments in its own assets are roughly equal in IT and real estate.

Organization G is a municipal police force for a large Canadian city providing crime prevention and investigation, peace and order, and public safety services to citizens and their community. This organization’s assets are largely in real property, with smaller investments in IT and fleet.
