Minority Populations by First Official Language Spoken (2001 Census Data)

Introduction
The Official Languages (Communications with and Services to the Public) Regulations issued pursuant to the Official Languages Act (1988) includes a definition of the Francophone or Anglophone minority population. This corresponds to the official language minority population of a province, as established by Statistics Canada as Method 1 presented in Statistics Canada's official publication titled Population Estimates by First Official Language Spoken, 2001, Reference number 94-F0042XCB, March 2003.
Information on first official language spoken is not collected directly from respondents. Rather, it is derived from three language variables on the census questionnaire - knowledge of official languages, mother tongue and language spoken at home. The first step in the derivation of this variable is to examine the respondent's answers provided on knowledge of English and French. A person who speaks only English has English assigned as first official language while a person who speaks only French has French assigned. If the person speaks both English and French, then the mother tongue is examined. If the mother tongue is English, then English is considered the first official language spoken. Thus, a person who speaks English and French, and whose mother tongue is French, would have French assigned as the first official language spoken.
If the respondent speaks both English and French and indicates English and French as mother tongue, then the language spoken at home variable is examined to assign the first official language spoken. In this circumstance, if the language spoken at home is English, English is assigned as first official language spoken, while if the language spoken at home is French, French is assigned as first official language spoken. Consequently, a person who speaks both English and French, who indicates both official languages as mother tongue and who speaks English at home would have English assigned as first official language spoken.
Where the respondent speaks English and French and indicates both languages as mother tongue and language spoken at home, English and French are assigned as first official language spoken.
The official language minority is English in Quebec and French in all other provinces and territories. The size of the official language minority is determined by the sum of the minority population and half of the population having English and French as first official language spoken. For example, in Ontario, the official language minority is the sum of the population having French as first official language spoken and half of the population having English and French as first official language spoken.
Presentation of Data
This document includes three tables. Each table indicates the number and percentage of persons that constitute the official language minority, according to estimates of first official language spoken. Table I presents the data by province or territory, along with a summary of the data on the official-language minorities in Canada. Table II presents data for Census Metropolitan Areas. Table III presents a breakdown by province or territory, Census Metropolitan Area and Census Subdivision.
It should be noted that a Census Metropolitan Area (CMA) has an urban core population of at least 100,000, while a Census Subdivision (CS) is an official name passed by provincial or territorial legislation for municipalities.
