SUBJECT: Rates of Pay - SG PAT 08

At the meeting of May 31, 2001, Treasury Board Ministers approved a proposal that restores salary relativity between collectively bargained employees of the Scientific Regulation Group, Patent Sub-Group, and senior level excluded employees at the SG PAT 08 level.

Details of the plan are as follows:

1. The addition of a new rate of pay above the current maximum rate of pay of the senior level excluded Scientific Regulation Group, Patent Sub-group, (SG PAT 08), effective on October 1, 1998, October 1, 1999, October 1, 2000 and October 1, 2001.

2. An economic increase for employees of the senior level excluded Scientific Regulation Group, Patent Sub-group, (SG PAT 08), equal to the economic increase percentages approved for employees of the Scientific Regulation Group, Patent Sub-group of the Applied Science and Engineering (AP) bargaining unit effective October 1, 1998 (2.0%) (applicable to the new step only), October 1, 1999 (2.0%), October 1, 2000 (2.5%) and October 1, 2001 (2.5%).

3. The deletion of the minimum rate of pay in the scale of rates of the senior level excluded Scientific Regulation Group, Patent Sub-group, (SG PAT 08), effective on October 1, 1999, October 1, 2000 and October 1, 2001.

4. The introduction of a terminable allowance in the amount of $14,064 per annum for employees of the senior level excluded Scientific Regulation Group, Patent Sub-group, (SG PAT 08), effective October 1, 2000 and calculated the same as that approved for collectively bargained employees of the Patent Sub-group of the Scientific Regulation Group.

Public Works and Government Services Canada has been advised to proceed with the implementation of the revised rates.

Attached as ANNEX "A" you will find the revised pay scale and applicable pay notes governing the implementation of the new pay structure.

ANNEX "B" provides additional information in relation to the terminable allowance.

ANNEX A

PAY NOTES

SG-PAT-8

  1. Employees who have been at the maximum rate of pay for their level for more than twelve (12) months on October 1, 1998, will move to the new maximum rate of pay effective October 1, 1998.
  2. Employees who have been at the maximum rate of pay for their level for more than twelve (12) months on October 1, 1999, will move to the new maximum rate of pay effective October 1, 1999.
  3. Employees who have been at the maximum rate of pay for their level for more than twelve (12) months on October 1, 2000, will move to the new maximum rate of pay effective October 1, 2000.
  4. Employees who have been at the maximum rate of pay for their level for more than twelve (12) months on October 1, 2001, will move to the new maximum rate of pay effective October 1, 2001.

ANNEX B

SG PAT 08 TERMINABLE ALLOWANCE

Preamble

In an effort to reduce retention and recruitment problems, the employer will provide an Allowance to incumbents of SG-PAT 08 positions for the performance of SG-PAT 08 duties.

Eligibility

Employees who are incumbents of positions classified as SG-PAT 08 shall be entitled to a terminable allowance as shown below.

Application

Commencing October 1, 2000 and ending September 30, 2002, incumbents of positions identified above shall be eligible to receive a terminable allowance in the following applicable annualized amount to be paid biweekly:

TERMINABLE ALLOWANCE

SG PAT 08 $14,064

subject to the following conditions:

  1. The terminable allowance specified above does not form part of an employee's salary.
  2. The terminable allowance shall not be paid to or in respect of a person who ceased to be a member of the SG PAT 08 group and level prior to May 31, 2001.
  3. Part-time employees shall be entitled to the Terminable Allowance prorated in accordance with their assigned work week.
