Vote 5 – Government Contingencies | $107,000,000
Subject to the approval of the Treasury Board, this serves to supplement other appropriations
and to provide the government with sufficient flexibility to meet urgent or unforeseen
expenditures where a valid cash requirement exists in advance of a Supply period. This
authority to supplement other appropriations is provided until parliamentary approval can be
obtained and as long as the expenditures are within the legal mandate of the organization.
Temporary allocations are reimbursed to TB Vote 5 upon receiving Royal Assent for an
Appropriation Act. |
Department/Agency/Crown Corporation | (dollars)
Atomic Energy of Canada Limited | 100,000,000
Funding to support the completion of CANDU reactor refurbishment projects.
The Atomic Energy of Canada Limited (AECL) is a commercial Crown corporation that
manages commercial nuclear reactor sales and services, nuclear laboratories maintenance,
nuclear research and development, medical isotope production, and radioactive waste and
decommissioning of nuclear facilities.
Unanticipated and unexpected challenges created a shortfall for 2009-10. Since the existing
appropriation for AECL will be exhausted prior to receiving Royal Assent for Supplementary
Estimates, access to TB Vote 5 is required to ensure all legal and contractual obligations are
met . | ||
Fisheries and Oceans | 7,000,000
Funding to provide support to the Quebec and Atlantic Canada lobster harvesters through the
Short Term Transitional Measures program.
As a result of an economic downturn in the industry, harvesters who are highly dependant on
lobster and who normally have relatively low overall harvest landed value have experienced a
significant decrease in their landed values in 2009. In some cases, the result is an overall net
income that falls well below what will be needed for these harvesters to support themselves.
To fulfill the intention of this program, it is crucial that payments be made as early as possible
to alleviate financial pressures experienced by lobster harvesters. As spending authority for
this grant will only be received through Supplementary Estimates in December 2009, access
to Government Contingencies Vote of up to $12.5 million is required to meet the objective of
providing immediate and timely income support. The approval to access the Government
Contingencies Vote is conditional on the Treasury Board Secretariat receiving confirmation of
actual requirements before the funds are advanced. At the time of preparation of these
Supplementary Estimates, $7.0 million had already been advanced.
Total Allocations | 107,000,000
Vote 10 – Government-Wide Initiatives | $0
Subject to the approval of the Treasury Board, this Vote supplements other appropriations in
support of the implementation of strategic management initiatives in the public service of
Canada. Departments and agencies are not required to reimburse funding allocated from
Vote 10. | ||
No allocations have been made from TB Vote 10.
Vote 15 – Compensation Adjustments | $735,440,837
Subject to the approval of the Treasury Board, this Vote supplements other appropriations as
a result of adjustments made to terms and conditions of service or employment of the federal
public administration, including members of the Royal Canadian Mounted Police and the
Canadian Forces, Governor in Council appointees and Crown corporations as defined in
section 83 of the Financial Administration Act . Departments and agencies are not required to
reimburse funding allocated from Vote 15.
Permanent allocations from Treasury Board Vote 15 will be given to organizations upon
release of Supply for Supplementary Estimates (B), 2009–10.
