Minister’s Message

Tony Clement, Minister of IndustryLast year, Canada was the last country to fall into the global recession. Today, our economy is beginning to emerge in the strongest position of any advanced country in the world.  Investment and key stimulus measures as part of Year 1 of 8 Canada’s Economic Action Plan provided continued results and helped set Canada apart from its G-8 counterparts in terms of economic strength.

In 2009-10, Industry Canada worked quickly with its Portfolio Partners to deliver timely and targeted stimulus initiatives. Composed of Industry Canada and 10 other agencies, Crown corporations and quasi-judicial bodies, the Portfolio helps the department to build a more productive and competitive economy.

Industry Canada actively supported the Social Sciences and Humanities Research Council in promoting research and training programs that underpin Canada’s knowledge economy. The Council invested $335 million in grants, fellowships and scholarships to support the development and sharing of the world-leading ideas and talent in the social sciences and humanities. Moreover, the Government of Canada invested an additional $17.5 million over three years to temporarily expand the Canada Graduate Scholarships program.

Moving forward, Industry Canada will continue to ensure that the jobs and industries of the future are created right here in Canada. We will follow through on delivering existing stimulus plans and continue to support government priorities. This means ensuring that we have the right conditions and regulatory frameworks in place to encourage investment in Canada, increasing support for R&D to improve Canada’s long-term competitiveness and developing a digital economy.

I will work with the Industry Portfolio Partners, the private sector and other governments to enhance Canada’s productivity and create the foundation for strong, sustainable and balanced growth.

President’s Message

Chad Gaffield, President, Social Sciences and Humanities Research CouncilMedia headlines remind us daily how ideas and behaviours shape Canadian and global challenges and opportunities in the 21st century. While our era is often described as technology-driven, the creation, content and use of new technologies all reflect human decisions about priorities and aspirations.

The importance of basing such decisions on better understanding of people is becoming increasingly clear around the world. From topics such as water resource management, oil disasters, Afghanistan, the G8-G20 leaders’ meetings, and financial systems, to issues surrounding pensions, national security, international law, food security, or the challenges facing aboriginal communities—the headlines remind us each day about the value of research fields across the social sciences and humanities. Indeed, almost every news story relates to research on people. Our ideas and behaviours, in the past and present, are our foundation for building a better world.

As the federal agency that promotes and supports advanced research and training about individuals, groups and societies, the Social Sciences and Humanities Research Council (SSHRC) enables the highest levels of research excellence and facilitates knowledge-sharing and collaboration across research disciplines and all sectors of society. Our scholars, students and research partners play a central role on campuses across Canada. Over the past 10 years, SSHRC has funded research and knowledge mobilization grants totalling more than $1 billion, and has provided over $500 million in fellowships and scholarships to the best and brightest students. In addition to enhancing our understanding of top issues for Canadians, our research develops the talent that is increasingly considered priceless; a recent career survey revealed that our graduates are employed across the economy, and, in fact, characteristically emerge as leaders in the private, public and not-for-profit sectors. It is estimated that Canadian industries that rely primarily on the social sciences and humanities represent approximately $700 billion of Canada’s annual gross domestic product. In other words, the return on investment in the social sciences and humanities is increasingly significant.

The richness and relevance of the research we fund is illustrated by the flow of new research findings that continually deepen our understanding of economic, social, cultural and technological change. Just this week, as I write this message, we received reports on research projects that have developed new interventions for preschoolers with learning disorders; enhanced environmental protection in multicultural cities; identified new digital opportunities in rabbinic scholarship; assessed the entrepreneurial preparedness of Nunavut; examined adolescent financial literacy; analyzed surveillance practices and social problems; and provided insight about the working homeless and social inclusion. Such examples suggest only some of the many ways that the social sciences and humanities are making a positive difference in the lives of Canadians and, indeed, of people around the world.

I am very proud to present SSHRC’s Departmental Performance Report for the fiscal year 2009-10. It is a record of achievement, evidence that speaks to the desires of Canadians to be well-informed, to advance knowledge about the past and present, and to apply our intellectual assets to making successful societies in the 21st century.

Section I: Departmental Overview

Raison d’être

Research in the social sciences and humanities advances knowledge and builds understanding about individuals, groups and societies—what we think, how we live and how we interact with each other and the world around us. Social science and humanities-based knowledge and understanding inform discussion on critical social, cultural, economic, technological, environmental and wellness issues. They provide communities, businesses and governments with the foundation for a vibrant and healthy democracy. Through research and training programs, the Social Sciences and Humanities Research Council (SSHRC) fosters the development of talented and creative people who become leaders across the public, private and not-for-profit sectors, and who are critical to Canada’s success in the globalized 21st century.

Through its programs and policies, SSHRC enables the highest levels of research excellence in Canada and facilitates knowledge-sharing and collaboration across research disciplines, postsecondary institutions, and all sectors of society. SSHRC is also involved in partnership programs and initiatives with other federal departments and agencies to support research addressing particular issues of importance to Canadians.

In 2007, SSHRC published Framing Our Direction, which identified SSHRC’s three strategic ambitions of quality, connections and impact. Over the past two years, SSHRC has strengthened its governance structure, enhanced its peer review processes, improved connections across campuses and with Canadians, and developed better ways to assess and mobilize research and research training for the benefit of the private, public and not-for-profit sectors.

SSHRC-funded disciplines are at centre stage in public dialogue about how to build successful societies, including a successful Canada, in the 21st century. Framing Our Direction 2010-12 has identified the next steps, centering on program renewal aimed at three broad outcomes: developing talent; building knowledge and understanding; and mobilizing knowledge. These are included within three umbrella programs—Talent, Insight and Connection.

The three advantages of our strategyThe work of SSHRC-funded researchers contributes to important developments in economic prosperity and well-being; addresses critical social, cultural and political issues facing Canadians; and leads to innovations in products, services and technology. In particular, the social sciences and humanities play an important role within Canada's science, technology and innovation system, and SSHRC's strategic ambitions and outcomes are helping implement the federal science and technology (S&T) strategy, Mobilizing Science and Technology to Canada's Advantage. SSHRC supports:

  • people—creating a first-class research capacity in the social sciences and humanities to build a People Advantage;
  • research excellence—creating new knowledge to heighten Canada's Knowledge Advantage;
  • knowledge mobilization—facilitating the use of research to contribute to Canada's Entrepreneurial Advantage; and
  • the institutional environment—providing Canada with a strong setting for science and research, and helping it achieve world-class excellence.

Responsibilities

SSHRC is the federal agency that promotes and supports university-based research and training in the humanities and social sciences. SSHRC was created by an act of Parliament in 1977, with a legislative mandate to:

  1. “promote and assist research and scholarship in the social sciences and humanities.” and
  2. “advise the Minister in respect of such matters relating to such research as the Minister may refer to the Council for its consideration.”

SSHRC has pursued this mandate by:

  • investing, through fellowships and research training, in Canada’s best and brightest minds to develop the talent needed across society (People);
  • fostering research excellence that advances knowledge and builds understanding about where we have been, where we are and where we might go as individuals, communities and societies (Research); and
  • supporting the partnerships, interactions and knowledge-sharing that bring the benefits of research to the larger society (Knowledge Mobilization).

SSHRC is governed by a council that reports to Parliament through the minister of Industry. In fulfillment of its mandate and observing the terms of the federal Policy on Transfer Payments, SSHRC administers programs that provide Canadian postsecondary institutions and individuals with grants, scholarships and fellowships.

Canada’s research community represents nearly 22,000 full-time professors who teach social sciences and humanities at Canadian universities and colleges, and 62,000 full-time social sciences and humanities graduate students. In 2009-10, SSHRC received 13,131 applications to its national competitions and allocated new grants, fellowships and scholarships, totalling $334.9 million in value, to 4,452 recipients. Through a system of rigorous, independent merit review, selection committees recommend which applications to fund based on academic excellence and the importance of the research to the advancement of knowledge, and its potential application within and beyond academia. This year, over 500 Canadian and international scholars and experts volunteered to serve on SSHRC selection committees, and nearly 15,000 other Canadian and international experts provided written assessments of proposals to help the selection committees in their decision-making.

In addition, SSHRC is responsible for administering the following tri-agency programs on behalf of the Natural Sciences and Engineering Research Council (NSERC) and the Canadian Institutes of Health Research (CIHR):

  • the Canada Research Chairs Program;
  • the Canada Excellence Research Chairs Program; and
  • the Indirect Costs Program.

Lastly, SSHRC also works with Industry Canada, NSERC and CIHR to support Networks of Centres of Excellence initiatives, the Canada Graduate Scholarships, the Vanier Canada Graduate Scholarships and the Canada Excellence Research Chairs.

Performance Summary

In 2009-10, SSHRC launched the renewal of its program architecture to create a more flexible and effective system of application and assessment. As stated in Framing Our Direction, this responds to our commitment to continuously improve programs, resulting in greater overall program coherence with an improved and simplified interface for applicants. Renewal is guided by five core principles: excellence, simplicity, flexibility, integration and quality of service. It consolidates some 30 separately branded competitions per years under three umbrella programs—Talent, Insight and Connection. Building on extensive past consultations, the changes simplify programs with overlapping objectives; better support new and emerging kinds of research, partnerships, talent development and knowledge mobilization; streamline applicant procedures; enhance application review; and more effectively mobilize SSHRC-funded research for the benefit of Canadians and society.

To maintain consistency with the 2009-10 Report on Plans and Priorities, performance indicators and targets do not appear in this Departmental Performance Report. These are under development as part of the current program architecture improvement exercise. Nevertheless, the realization of operational and management priorities does contribute to the achievement of strategic outcomes. The new program architecture and its performance measurement strategy are to be incorporated into a revised management, resources and results structure, complete with a revised program activity architecture and improved performance measurement framework to be tabled in the spring 2011.

Strategic Outcome 1.0
People—A first-class research capacity in the social sciences and humanities
2009-10 Performance Trend

Two-thirds of Canada’s postsecondary student population (including 62,075 full-time graduate students) study in the humanities and social sciences. The provision of scholarships and fellowships to graduate-level students is a direct way to support the development of the best and brightest research talent. People with graduate degrees in the social sciences and humanities have research skills that provide Canada with a highly qualified workforce in academia and in the knowledge and service sectors fundamental to success in the 21st century. In 2009-10, SSHRC awarded scholarships and fellowships to 1,483 full-time master’s students and 1,141 doctoral candidates, enabling them to receive research training in a variety of fields, and gain skills and experiences that will help them build successful careers in all sectors of society.

SSHRC also administered the Canada Research Chairs Program on behalf of SSHRC, NSERC and CIHR.

Through salary and research funding for university research professorships, the program attracted and retained the best and most productive researchers within Canadian postsecondary institutions. These researchers, in turn, attracted and supported the best and most promising new scholars and graduate students. By cultivating research excellence in Canadian universities and colleges, the program has branded Canada as a top destination for research.

Following Budget 2008, SSHRC initiated planning and implementation of the Canada Excellence Research Chairs program, the Vanier Canada Graduate Scholarships (Vanier CGS) program, and a new foreign study supplements component of the Canada Graduate Scholarships (CGS) program that supports scholarship holders in undertaking short-term research and study opportunities abroad.

  • In 2009-10, the development of talent through direct support to students and postdoctoral fellows had increased 36 per cent since 2005-06, to $117 million. SSHRC awarded 2,972 master’s, doctoral and postdoctoral fellowships and awards, epresenting a 15 per cent increase over 2008-09.
  • Since 2005-06, there has been a 25 per cent increase in the number of postdoctoral fellowships and awards, reflecting proportionate increases in applications for that same period.
  • A career survey of past scholarship and fellowship awardees revealed that over 80 per cent are employed full time, with four out of five doctoral graduates and postdoctorates earning more than $75,000 annually. The perceived importance of SSHRC support increases with the level of graduate studies (40 per cent for CGS master’s graduates, 65 per cent for doctoral graduates and 95 per cent for postdoctorates).
  • Performance has been maintained for the Canada Research Chairs Program. By March 31, 2010, there were 1,834 Canada Research Chairs at 72 postsecondary institutions across Canada, of which 30 per cent were filled by researchers recruited from abroad, including 258 Canadian expatriates. Over 22 per cent of Canada Research Chairs are in the social sciences and humanities. In 2009-10, a total of 368 new or renewed Canada Research Chairs were announced at Canadian postsecondary institutions.

Research—New knowledge based on excellent research in the social sciences and humanities
2009-10 Performance Trend

There are approximately 21,665 full-time professors teaching and doing research in the social sciences and humanities at Canadian postsecondary institutions. SSHRC has invested in some of the most innovative areas of research and contributed to ensuring that Canada has the new knowledge and research capacity needed to succeed in the 21st century. In 2009-10, SSHRC awarded, via rigorous peer review processes, 1,201 research grants to scholars to perform world-class research at universities across Canada. The research covered a vast array of topics, including digital media, the economy, Arctic sovereignty, climate change and cultural diversity. Through strategic focus on specific themes, SSHRC funding contributed to guiding Canada’s research capacity to address social and economic challenges and to maximize the country’s competitive advantage. SSHRC also indirectly invests in People through research grants where students and postdoctoral fellows are supported as part of research projects.

  • As SSHRC’s largest investment, funding levels for the direct costs of research remained unchanged from the previous year, amounting to $135 million.
  • Since 2005-06, the number of applications for investigator-framed research, SSHRC’s largest program ($85.7 million), increased by 21 per cent. Awards granted since 2007-08 have increased by 13 per cent.
  • Investigator-framed research programs supported the research of 2,700 researchers, producing an average of 1.5 publications per grant. At the end of their awards, researchers reported disbursing, on average, 32 per cent of their grant funding to students and postdoctoral fellows.
  • Since 2005-06, funding levels for Strategic Research Development and Targeted and Training Initiatives have remained largely unchanged at $49.4 million (37 per cent of total SSHRC research funding).
  • The number of applications for Strategic Research Development have doubled since 2005-06, and awards increased by 52 per cent due to increases for research in specific areas provided for in past federal budgets.
  • The situation in Targeted Research and Training has been more volatile due to  certain programs coming to an end (Initiative on the New Economy), and up-front allocation in other areas (management, business and finance).

Knowledge Mobilization—Facilitating the use of social sciences and humanities knowledge within and beyond academia
2009-10 Performance Trend

The results of research were shared within and beyond academia through knowledge mobilization. Intellectual, social and economic impacts were broadened and enhanced by public investments in research and research training. The performance trends presented under this strategic outcome are in part a reflection of the restructuring of program activities in 2009-10. What was previously combined under one program activity is now split between Research Dissemination and Knowledge Translation, and Research Networking.

  • Since 2005-06, funding support for knowledge mobilization has increased by 66 per cent, to just under $36 million.
  • While spending for Research Dissemination and Knowledge Translation has increased 90 per cent since 2005-06, to under $10 million, the number of awards granted decreased 23 per cent, reflecting a 56 per cent decrease in applications, different competition cycles, and changes in the program activity architecture.
  • Since 2005-06, the number of awards granted under the Research Networking program activity increased 19 per cent, mirroring a 54 per cent increase in spending, and a 27 per cent increase in applications over the same period.

Institutional Environment—A strong Canadian science and research environment
2009-10 Performance Trend

In addition to the federal government’s funding to postsecondary institutions for the direct costs of research through the three federal research granting agencies—CIHR, NSERC and SSHRC—funding was also provided to cover central and administrative costs incurred by postsecondary institutions in support of those research activities. As documented in the recent summative evaluation, the overall relevance, need and funding support for the indirect costs of research remained consistent for 2009-10. 

  • Since 2005-06, there has been a more than 25 per cent increase in financial support to postsecondary institutions for indirect costs of research supported by the federal government’s three research granting agencies (SSHRC, NSERC and CIHR).
  • During a recent evaluation, vice-presidents of research and presidents of recipient institutions reported that, since 2003-04, support for research has improved from below average to above average.

2009-10 Performance Trend

Service delivery to the research community was streamlined through more efficient, integrated business processes for administering and adjudicating competitions. As well, SSHRC’s suite of programs are being updated to better respond to the current research context in supporting research and training of the highest quality. Programs, procedures and policies were increasingly harmonized with other federal granting agencies to facilitate a more cohesive Canadian environment for research across all disciplines.

Changes to our service delivery model were implemented in 2009-10 and resulted in efficiencies estimated to be more than $750,000 (about three per cent of operating costs). In the past, material was printed, photocopied, and then mailed to external assessors and committee members in preparation for adjudication meetings. Through the implementation of extranets, and by mailing CDs or USB memory sticks containing this material, efficiencies were gained in printing and shipping. In addition, all desktops have been programmed so the default print settings are set to print double-sided, black and white copies. These two practices have led to a reduction in the number of convenience copier machines and also a reduction in the quantity of paper and printer ink used. With respect to accommodations, SSHRC has reduced the use of external meeting rooms by using internal space to host the peer review committee meetings. Travel and hospitality requirements were reviewed and prioritized, and efficiencies were also gained by extending the equipment lifecycle schedule.

1. Develop a first-class research capacity through scholarships and chairs This priority directly supports SSHRC’s Strategic Outcome 1.0: People—A first-class research capacity in the social sciences and humanities.

Status:

1.1 Implemented the first competition and marketing strategy for the Canada Excellence Research Chairs Program
Phases 1 and 2 of the inaugural Canada Excellence Research Chairs competition were completed. The program’s steering committee approved the Chair recommendations during 2009-10, and the 19 resulting chairholders were announced in May 2010. The marketing strategy was completed, the action plan implemented, and the performance measurement strategy finalized.

1.2 Implemented, in collaboration with CIHR and NSERC, the new Vanier CGS program and its international marketing strategy
The first round of Vanier CGS recipients was announced in April 2009. The integrated and harmonized tri-agency Vanier web portal was launched on August 27, 2009. Planning and delivery of the 2010-11 Vanier competition were completed in March 2010. The marketing strategy was also completed, and the action plan continues to be implemented. A review was also conducted of the tri-agency Vanier performance measurement strategy to harmonize and fully align program delivery, and the strategy has been implemented.

1.3 Implemented the Canada Graduate Scholarships Michael Smith Foreign Study Supplements program
The integrated and harmonized tri-agency foreign study supplements program was implemented in spring 2009. Planning and delivery of the second cycle of competitions has been completed.

1.4 Implemented additional priority (linked to Budget 2009) since 2009-10 Report on Plans and Priorities
Special calls were issued in 2009 with respect to the new CGS Master’s Scholarships and CGS Doctoral Scholarships, to support research training in business-related areas.

2.1  Developed and implementing an action plan in response to the international Blue Ribbon Panel on Peer Review
An independent blue ribbon panel, commissioned by SSHRC in 2008, confirmed the very high quality of the peer review processes and standards upheld by SSHRC, describing them as world-class. The action plan to the Blue Ribbon Panel recommendations was reviewed by SSHRC’s governing council. A range of enhancements were made to SSHRC’s peer review processes, based on the panel’s report, and adjudication policy discussions across programs. Some of the improvements included: greater standardization; better feedback to applicants; reassessment of the rules governing the adjudication of multidisciplinary projects; and review of the methods for evaluating applicants’ curricula vitae and, in particular, those of new researchers. Work continued on the development of tri-agency guidelines on conflict of interest and on incentives for committee service, in accordance with best practices in peer review.

2.2 Implemented SSHRC’s partnerships strategy, including identifying emerging thematic research priorities and advancing research on: competitiveness, prosperity and economic development; Canadian environmental issues; and northern communities.
Contributing in part to program architecture renewal, the implementation of the partnership strategy approved by SSHRC’s governing council in fall 2008 continued in 2009-10, as did approval of a longer-term strategy for investments in innovation, leadership and prosperity funded through a Budget 2007 allocation to SSHRC for funding in management, business and finance. Specific achievements included releasing and responding to a report, commissioned by SSHRC through the Minister of Industry, by the Council of Canadian Academies on management and business research in Canada. SSHRC also funded an interdisciplinary, cross-sector national forum called Advancing Canada’s Competitive Advantage. Hosted by the École des hautes études commerciales (HEC) Montreal, the event brought together leaders from business, the media and government to explore how Canadian businesses can participate in and use research to spur economic growth and innovation.

In addition, SSHRC launched special calls based on funding provided in the 2008 federal budget, which allocated $12 million for research into Canadian environmental issues and the economic and social prosperity of northern communities. These calls for proposals were aligned with the specific objectives of the federal S&T strategy, as well as Canada’s Northern Strategy. Thirty-one grants were awarded in the Environmental Issues special call and the Northern Communities special call, for large-scale collaborative work between the campus and community, research grants and outreach activities.

3.1 Finalized and initiated implementation of SSHRC’s Knowledge Mobilization Strategy
The strategy was tabled at the November 2009 meeting of SSHRC’s governing council. An implementation plan has been completed focusing on three immediate deliverables: 1) improved guidelines, adjudication criteria and program design; 2) increased social sciences and humanities use of infrastructure and tools; and 3) establishment of a community of practice, at SSHRC and externally. SSHRC has collaborated extensively with the Canada Foundation for Innovation to promote stronger awareness in the social sciences and humanities community of how the mobilization of research knowledge can benefit from infrastructure resources. The Knowledge Impact in Society and Strategic Knowledge Clusters workshop in October 2009 included reflections on good practice and facilitated the development of a community of practice. SSHRC allocated $35.3 million in 2009-10 directly through its Knowledge Mobilization strategic outcome and indirectly through activities funded in grants that have primary objectives related to People and Research.

3.2 Improved reporting on the results and impacts of SSHRC’s investments
SSHRC completed and presented to its governing council a framework for increasing and capturing the results and impacts of SSHRC investments. As well, as part of its program architecture renewal, SSHRC completed a project risk assessment, corporate logic models and performance measurement strategy. Other pilot initiatives completed include a research impact assessment model, as part of an information and technology case study; and a review of SSHRC’s final research report system.

SSHRC also launched the first comprehensive evaluation of the Standard Research Grants and Research Development Initiatives programs, and initiated the 10th-year evaluation of the Canada Research Chairs Program. In 2009-10, evaluations were completed for: the CGS program; the SSHRC Doctoral Fellowships program; the Networks of Centres of Excellence—New Initiatives; the Initiative on the New Economy; the Interagency Advisory Panels and Secretariat on Research Ethics; the Indirect Costs Program; and the Metropolis Project. This was complemented by the completion of a Graduates Career Survey of 2,500 SSHRC postdoctoral (1997-2001), doctoral (1997-99) and CGS master’s (2003) scholarship and fellowship award recipients. A summary report of the Capturing the Impacts of Social Sciences and Humanities Research initiative provides reflections on what has been learned to date, results realized and research challenges faced. Finally, a lecture series was launched on December 10, 2009, with the Public Policy Forum, featuring senior leaders in the public, private and non-governmental organization sectors. An engagement plan targeting the academic, government, private and non-governmental organization sectors has been completed.

As part of SSHRC’s communications strategy, a new website was created, outreach to Canadians was increased through SSHRC’s e-magazine Dialogue, and the next two-year communications strategy was approved by SSHRC’s governing council, with a focus on promoting the outcomes of social sciences and humanities research for the benefit of Canadians and the world. Since 2007-08, media coverage of SSHRC-funded researchers has increased 200 per cent.

To improve efficiency, Standard Research Grants applications are now received electronically, and it is anticipated that external assessors and adjudication committees will use an extranet site. Efforts continue in moving forward on identifying further opportunities for efficiencies. Implementation of the Electronic Document and Records Management System is underway. Planning for the Enterprise Award Management System is currently being revised.

4.2 Continued examination of SSHRC’s programs, criteria, policies and procedures, to ensure strategic investments and the coherence and effectiveness of SSHRC’s activities in support of excellence
Based on extensive consultations, the design phase of SSHRC’s program architecture renewal initiative was completed, and changes are being implemented to provide greater overall program coherence, with an improved and simplified interface for applicants. Within the design, some 30 separately branded competitions per year are being consolidated under three umbrella programs—Talent, Insight and Connection. The changes simplify programs with overlapping objectives; better support new and emerging kinds of research, partnerships, talent development and knowledge mobilization; streamline applicant procedures; enhance application review; and more effectively mobilize SSHRC-funded research. As well, a fit/gap analysis of SSHRC’s compliance with the requirements of the Policy on Transfer Payments was completed in January 2010. An action plan will be implemented over the next two years, in advance of the renewal of SSHRC’s Terms and Conditions in October 2011.

4.3 Enhanced tri-agency collaboration, harmonization and alignment of programs, procedures and policies
Tri-agency financial administration guidelines have been harmonized at 96 per cent, with the harmonization exercise continuing in 2010-11. The deadline for the Council of Canadian Academies panel assessment on research integrity has been extended to September 2010. “Research integrity” emphasizes key elements of responsible research practice, such as academic honesty and fair recognition. Its converse, “research misconduct,” refers to unacceptable behaviours, such as data fabrication, data falsification, and plagiarism. The panel’s advice will include a definition of research integrity, and processes and mechanisms for dealing with alleged breaches. Any major modifications to the existing research integrity policy are pending completion of that work. The harmonized tri-agency ethics guidelines—Tri-Council Policy Statement: Ethical Conduct for Research Involving Humans—are in the final stages of completion. A working group is also exploring ways to facilitate further interagency collaboration, including harmonized posting of existing interagency funding information.

An updated SSHRC strategic priorities, Framing Our Direction 2010-12, was approved by SSHRC’s governing council. The emphasis in this update is on program renewal aligned under three umbrella programs: Talent, Insight and Connection. SSHRC has also completed its first corporate plan, as well as an action plan in response to Round IV of Treasury Board’s Management Accountability Framework. A review of the Grants and Fellowships budget process was completed in early August 2009, and a more integrated planning strategy is being implemented.
5.2 Developed and implementing a human resources strategy
SSHRC has completed development of its first People Strategy. Implementation will be ongoing.
5.3 Continued progress on systematically integrating performance, evaluation and audit activities into program delivery and decision-making
A tool has been developed for tracking the implementation of management responses to evaluation recommendations. The Corporate Performance and Evaluation division will provide regular reporting on the status of management follow-up. Similarly, a system for tracking the implementation of management responses to audit reports was developed, and is currently being used by SSHRC’s audit team.
5.4 Continued implementation of SSHRC’s internal communications strategy, and finalized and implementing a staff engagement strategy
SSHRC’s staff engagement strategy is being implemented and linked to the roll out of SSHRC’s new People Strategy. SSHRC’s internal communications strategy action plan has been implemented.

 

Risk Analysis

In the public sector context, the management of corporate risks plays a significant role in strengthening SSHRC's capacity to recognize, understand and capitalize on new challenges and opportunities. While SSHRC administers a significant budget—96 per cent of which is allocated via transfer payments (grants and scholarships) in support of research and graduate training—the overall level of risk to the organization and to the safety and security of the Canadian public is low.

Appropriate tools have been established to manage the risks associated with providing grants to research-performing institutions and having institutions administer the grants awarded to researchers. Institutions eligible for funding and capable of administering awards must sign a tri-agency memorandum of understanding that outlines the basic requirements for obtaining and maintaining such eligibility, and lays out the institution's responsibilities (including the ethical conduct of research) for managing grants and reporting on the use of public funds. Signing the memorandum also commits institutions to facilitating the on-site financial monitoring visits conducted by SSHRC and the other federal research granting agencies.

SSHRC closely monitors the changing patterns of demand for support from Canadian academic institutions, the social sciences and humanities research community, and the associated student population. Recognizing that resources are limited, SSHRC continually scrutinizes the quality, transparency and credibility of decision-making processes that support funding allocations. Decisions about awards for most programs are based on recommendations from committees of experts and peers actively engaged in research of their own. This peer review process places emphasis on the quality of the proposed research and the track record of the researcher. Peer reviewers are not used for the Indirect Costs Program, which uses a formula to calculate the funding allocations for eligible institutions.

SSHRC also continues to build upon the review results of a blue ribbon panel of experts on SSHRC’s adjudication processes. While the panel acknowledged the very high peer review standards upheld by SSHRC, describing them as world-class, the panel did recommend some improvements. SSHRC is implementing an action plan for improvements in response to the panel’s recommendations.

This commitment to continuous improvement coincides with SSHRC’s program architecture renewal project, an initiative to bundle programs and restructure service delivery within SSHRC. During 2009-10, SSHRC undertook a risk assessment of the program architecture renewal project. The assessment involved the identification and analysis of project management risks that could impede successful planning and implementation of the new architecture. In response, SSHRC management identified risk owners and developed action plans to mitigate key risks. This initiative not only identified opportunities and impediments, but also helped raise awareness of risk management throughout SSHRC.

The internal risks faced by SSHRC are similar to the day-to-day risks for other organizations. These are associated with such things as financial and human resource management and information management. To address these risks, SSHRC has developed a People Strategy and continues to develop an Information Management and Information Technology Strategy. These strategies are designed to proactively identify and address risks that could impact the delivery of SSHRC's operations.

Finally, to ensure that SSHRC is in alignment with Treasury Board’s new Framework for the Management of Risk, SSHRC launched the planning of a comprehensive review process to update its corporate risk profile. The profile inventories possible impediments to and opportunities for SSHRC’s business and operations. It prioritizes risks and gauges SSHRC’s corporate risk tolerance. The development of a comprehensive corporate risk mitigation strategy affords a better understanding of risks, within a more integrated risk management process, and enables SSHRC to more effectively manage risk.

Expenditure Profile

During the 2009-10 fiscal year, SSHRC spent $686.4 million to meet the expected results of its program activities and contribute to its strategic outcomes. The figure below illustrates SSHRC’s spending trend since 2005-06.

As a result of SSHRC’s 2008-09 participation in a strategic review exercise, SSHRC’s operating budget decreased in 2009-10 relative to 2008-09. These decreases were, however, offset by increases resulting from the signing of a new compensation agreement as well as delayed adjustments stemming from Budget 2008. The net result was an overall increase.

SSHRC’s total actual spending for 2009-10 was $334.9 million for core programs (excluding operating expenditures and funding for the Indirect Costs Program). This represents a 3.5 per cent increase from 2008-09 actual grant spending.

Demand for grants, fellowships and scholarships within the social sciences and humanities community is high. In 2009-10, SSHRC received approximately 13,000 applications—a six per cent increase since 2007-08—and awarded 4,575 new grants, fellowships and scholarships. As shown in the Financial Highlights chart in Section III, $96.9 million, or about 29 per cent, of SSHRC’s 2009-10 budget (excluding the Indirect Costs Program) was committed to research in areas linked to S&T strategy priorities.

Canada’s Economic Action Plan

Budget 2009 provided a temporary increase of $17.5 million over three years to the CGS program in order for SSHRC to fund 500 additional doctoral and master’s scholarships over three years beginning in 2009-10. These new scholarships are targeted to high-performing graduate students undertaking research training in business-related areas.

SECTION II: ANALYSIS OF PROGRAM ACTIVITIES BY STRATEGIC OUTCOME

Strategic Outcome 1.0: People—A First-Class Research Capacity in the Social Sciences and Humanities

One of the key outcomes of SSHRC’s programs is developing talented people. This talent comes in the form of research trainees, new researchers embarking on promising careers, and established researchers with international reputations. SSHRC’s program activities directly supporting the development of talent are described below. SSHRC also supports talent development indirectly, by funding research projects that engage students at all levels in conducting research.

The federal government’s S&T strategy recognizes that talented, skilled, creative people are the most critical element of a successful national economy. Demand is growing rapidly for highly qualified personnel who are creative, analytical and articulate, as well as sophisticated in their understanding of individuals, communities and societies in the past and present. This is what SSHRC’s investments in people help to produce. Canada is striving to become a magnet for the highly skilled people we need to thrive in the modern global economy. Having the best-educated, most highly skilled and flexible workforce in the world will generate Canada’s People Advantage.

In 2009-10, SSHRC awarded fellowships and scholarships to 1,483 full-time master’s students and 1,141 doctoral candidates to receive research training in a variety of social sciences and humanities disciplines, and gain skills and experience that will help them build successful careers in all sectors of society. Further, 131 of these graduate students also received Canada Graduate Scholarships Michael Smith Foreign Study Supplements to pursue research study opportunities outside Canada, thereby gaining valuable international experience and strengthening collaboration between Canadian and foreign universities.

SSHRC also administers the Canada Research Chairs Program on behalf of SSHRC, NSERC and CIHR. The program is designed to create 2,000 high-profile research professorships for established and up-and-coming researchers at Canadian universities. Attracting internationally renowned scholars, the program helps keep research jobs and expertise in Canada, and increases national research capacity in the social sciences and humanities, engineering, health sciences, and the natural sciences. During 2009-10, SSHRC’s president served as chair of the program’s steering committee.

Program Activity 1.1: Fellowships, Scholarships and Prizes

SSHRC offers several award programs for advanced study and research in the social sciences and humanities at the master’s, doctoral and postdoctoral levels. These programs help train Canada’s researchers and the leaders of tomorrow. In addition, SSHRC offers special fellowships to experienced researchers and supplementary awards to outstanding doctoral and postdoctoral fellowships recipients. Finally, two commemorative prizes recognize the extraordinary dedication and creativity of Canada’s best researchers.

  • The Canada Graduate Scholarships Michael Smith Foreign Study Supplements program was successfully implemented in co-operation with NSERC and CIHR. The first competition was held in 2009, with 131 supplements awarded.
  • The renewal of the Joseph-Armand Bombardier Canada Graduate Scholarships program was completed. The management response to the evaluation’s recommendations is available for further information.
  • The SSHRC Doctoral Fellowships program review was completed and approved. The report and the corresponding management response will be available on the SSHRC website in fall 2010.
  • For the first time, SSHRC implemented a graduates career survey to collect data on career pathways and the impact of the awards from a cohort of former SSHRC scholarship and fellowship award holders. The study report will be available on the SSHRC website in fall 2010.

This initiative will help to train highly skilled graduate students and postdoctoral researchers on issues related to business. These individuals will go on to work in all sectors of the economy, bringing with them new knowledge and understanding of business issues.

Benefits for Canadians

Scholarships to master’s and doctoral students, and fellowships to postdoctoral researchers launching a research career directly support the development of outstanding new research talent for Canada. People with graduate degrees in the social sciences and the humanities have research skills that serve them and Canada well, whether graduates go on to work within academia or in other sectors of the economy. Doctorate holders who have support at the launch of their research careers are better able to undertake new research, publish, develop personal research networks, and prepare to become competitive in national research competitions. This directly contributes to developing first-class Canadian research capacity in the social sciences and humanities.

The majority of former SSHRC scholarship/fellowship award holders who responded to the Graduates Career Survey reported that their SSHRC funding had a positive impact on their career paths. Perceived impacts ranged from new opportunities enabled (e.g., better résumé, networking, publishing) to enhanced independence (e.g., financial freedom, ability to focus on research/studies) and symbolic capital (e.g., academic recognition, improved reputation). Most respondents also reported that SSHRC funding had an influence on their decision to undertake graduate studies or postdoctoral research.

Performance analysis

SSHRC’s fellowships, scholarships and prizes help address the demand for people with high levels of postsecondary education in all sectors of the economy. In 2009-10, SSHRC awarded a total of 2,972 fellowships and scholarships to talented people. These people will ultimately pursue careers in all sectors of the economy, contributing to Canada’s knowledge-based, innovative society.

The Graduates Career Survey pilot projectreport presents the findings from a survey with 643 former SSHRC-funded master’s and doctoral students and postdoctoral researchers on career pathways, international mobility and perceptions of SSHRC funding. The findings indicated that a large majority (more than 90 per cent) of respondents are currently employed. Of the employed respondents who had received doctoral or postdoctoral funding, most are employed full-time in the academic sector, while the majority of employed CGS master’s graduates are working for either the public service or the private sector (see figure below).

Career Pathways of Social Sciences and Humanities Graduates

New opportunities, foundation-building (e.g., skills/knowledge gained, career basis established) and independence were cited most frequently by respondents as the main impacts SSHRC funding had on their career pathways. Among doctoral graduates, international experience was identified as the most important opportunity, followed by integration into academia, while those who had received funding for postdoctoral research believed their award allowed broader, more diversified career opportunities.

In order to meet the objectives of the Vanier CGS program, the three federal research granting agencies committed to achieving program harmonization in year two of the program’s implementation. Best practice activities undertaken to achieve full harmonization included developing a common website, similar agency program descriptions, harmonized program delivery and platforms, and interim co-ordinating functions.

The SSHRC Doctoral Fellowships program review and management response were completed and approved in January 2010. Evidence from the program review suggests the program was associated with the following positive outcomes:

  • increased subjective incentives for students to enrol in doctoral studies;
  • increased recognition by the research community of the federal government’s financial support for research training; and
  • increased high-quality research.

In addition:

  • SSHRC Doctoral Fellowship recipients were more likely than non-recipients to state that graduate studies improved their prospects of getting a permanent job in an area relevant to their studies;
  • compared to non-recipients, SSHRC Doctoral Fellowship recipients were more likely to feel they had more freedom to study where they wanted; and
  • SSHRC Doctoral Fellowship recipients were more likely than non-recipients to be involved in core research activities during their studies.

Rewarding excellence
The Gold Medal for Achievement in Research was awarded to Université de Montréal professor Jean-Jacques Nattiez. His groundbreaking research on Inuit culture demonstrated the importance of music to cultural identity, and brought Inuit throat singing onto the world stage. SSHRC’s Aurora Prize was awarded to outstanding new researcher Sylvia Fuller, a professor of sociology at The University of British Columbia. Already a well-known expert on workplace issues, Fuller will use the funds to expand her examination of how to maximize long-term employment possibilities for Canadian workers.

The SSHRC Postdoctoral Prize went to Bruce Maxwell for his collaborative, interdisciplinary work on the psychology behind people’s ethical choices and moral judgment. Erin Soros, a former Fulbright scholar who received her master’s degree from The University of British Columbia, received the $5,000 William E. Taylor Fellowship for her doctoral work combining human rights law, philosophy and autobiography.

Lessons learned

While the SSHRC Doctoral Fellowships program review pointed to some interesting findings regarding the international component of the program, limited information was available on outcomes. The program review identified a need to develop a logic model and performance measurement strategy for the program in order to ensure that performance information is monitored and collected in a systematic way that feeds into the decision-making process. As such, one of the evaluation recommendations highlighted the need for the development of a comprehensive performance measurement strategy to support subsequent program evaluation. The Departmental Evaluation Committee approved the action plan and, as a result, such a strategy will be developed and implemented by 2011-12.

By helping Canadian universities and their affiliated research institutes and hospitals become world-class centres of research and research training, the Canada Research Chairs Program contributes to enhancing Canada's competitiveness in the global, knowledge-based economy, improving Canadians' health and enriching our social and cultural life. Of these positions, 30 per cent have been filled by researchers recruited from abroad, including 258 Canadian expatriates. Over 22 per cent of Canada Research Chairs are in the social sciences and humanities. A total of 368 new or renewed Chairs were announced in 2009-10.

The Canada Research Chairs Program invests $300 million a year in up to 2,000 research professorships within universities across Canada to attract and retain some of the world's most accomplished and promising minds. By helping Canadian universities and their affiliated research institutes and hospitals become world-class centres of research and research training, the program contributes to enhancing Canada's competitiveness in the global, knowledge-based economy, improving Canadians' health, and enriching our social and cultural life. The newly launched Canada Excellence Research Chairs Program reinforces this effort by attracting the very top tier of world-class researchers to Canadian universities and supporting research teams working in identified areas of strategic importance to Canadians.

Performance Analysis

Since the Canada Research Chairs Program reached maturity in 2006-07 (all 2,000 Chair positions allocated to institutions), it was observed that approximately 10 per cent of the chairs are empty at any given time due to regular termination cycles, resignations and the time needed by universities to put forward new nominations. This explains the variance between the program’s planned and actual spending.

The program’s 10th-year summative evaluation is underway, and expected to be completed in 2010-11. The evaluation’s findings and recommendations will inform the renewal of the program’s Terms and Conditions, due to expire in March 2011.

In addition to its ongoing management of the Canada Research Chairs Program, SSHRC was also responsible for implementing the Canada Excellence Research Chairs Program announced in Budget 2008.

Phase 2 of the inaugural Canada Excellence Research Chairs competition was designed and launched in 2009-10, with winners announced in May 2010. As a result of Phase 1, during which universities competed for the opportunity to establish chairs at their institution, 17 universities were invited to submit 40 nominations to Phase 2. Fifteen universities put forward 36 nominees whose research focused on one of the four priority areas outlined in the Government of Canada’s S&T strategy.
Phase 2 took place in the beginning of 2010 and involved four levels of review:

  1. Four to six subject matter experts per proposal reviewed nominations in isolation.
  2. A review panel of national and international experts compared the nominations and prepared written reports on the strengths and weaknesses of each nomination.
  3. A selection board composed of national and international experts, as well as distinguished Canadians, assessed the nominations to determine which ones represented the best strategic investments, and recommended up to 20 potential chairholders.
  4. A steering committee composed of the presidents of the granting agencies and the Canada Foundation for Innovation (as an observer), and the deputy minister of Industry Canada, reviewed the process to ensure its integrity, and approved the recommendations from the selection board.

Lessons Learned

In November 2009, the Canada Research Chairs Program conducted a review of its peer review processes, policies and deadlines, with the goal of increasing flexibility to institutions and finding efficiencies. As a result, changes were implemented at various levels of the nomination and review process. Some of these changes help institutions better plan their Chair nominations, and therefore optimize their use of the program’s resources.

The Canada Research Chairs Program launched a one-year pilot project to speed up the assessment of the eligibility of emerging researchers with less common training or career backgrounds, and significantly reduce the burden on institutions of preparing a full nomination package.

To ensure the best qualified candidates would be selected for Canada Excellence Research Chairs, an innovative peer review process was carefully designed and implemented for the program. The review process was built on best practices of the three granting agencies and the Canada Research Chairs Program. This process, divided into two phases, guided the selection of the best and most suitable researchers for Canada Excellence Research Chairs.

Strategic Outcome 2.0: Research—New Knowledge Based on Excellent Research in the Social Sciences and Humanities

SSHRC is Canada’s key instrument for supporting world-class research in the social sciences and humanities. The activities under SSHRC’s research strategic outcome help create a broad spectrum of knowledge and capacity in such areas as anthropology, law, social work, urban and regional studies, linguistics, literature, business, economics, education and fine arts. This capacity for creating knowledge and understanding is a critical factor for Canada’s quality of life and competitiveness in the knowledge economy and, as a result, is critical in ensuring Canada’s Knowledge Advantage.

In 2009-10, SSHRC awarded 1,200 research grants to scholars to perform world-class research at postsecondary institutions across the country on a vast array of topics, including digital media, the economy, Arctic sovereignty, climate change and religious diversity.

SSHRC awards its grants through an independent peer review process. Selection committees recommend which projects to fund based on criteria such as the originality and significance of the research, the quality of training offered to students, and the potential impacts of the research within and outside the academic world. A total of 529 committee members participated in SSHRC application adjudications in 2009-10.

  • A summative evaluation of the Standard Research Grants program in 2009-10 showed that the program is still relevant and produces results and outcomes that extend beyond the academic community.

Through this program activity, SSHRC funds leading-edge research projects undertaken by the very best Canadian social science and humanities researchers. These grants support Canada’s Knowledge Advantage by ensuring Canada has the foundations of knowledge in place in all domains of the social sciences and humanities, and is poised to rapidly respond to demands for knowledge as new issues emerge. This research activity helps develop the foundations of knowledge and explore the social, economic, cultural and intellectual issues that are important to Canada. Because this activity is largely undertaken by researchers based in Canadian postsecondary institutions, it results in a rich and stimulating learning environment for students at all levels and for postdoctoral fellows, contributing to the development of the next generation of highly talented research-trained workers who become leaders across the private, public and not-for-profit sectors.

Spatial targeting of conservation programs in agricultural watershed

Growing concerns about the adverse environmental effects of agriculture have led to conservation programs both in Canada and United States. These programs typically provide landowners with financial incentives to conserve environmentally sensitive cropland or adopt more environmentally sound production practices. The aim of this SSHRC-supported research was to develop an integrated economic, hydrologic, and GIS modelling system to examine the costs and benefits of conservation measures, and to identify spatial targeting mechanisms. The research results help improve our understanding of tradeoffs of costs and benefits of agricultural conservation programs. The proposed integrated modelling system has been applied to conservation programs in Ontario and Illinois. The research will contribute to better agriculture conservation program management and policy design, and improved cost-effectiveness, in Canada, and in other developed market economies.

Performance Analysis

In 2009-10, both the Standard Research Grants and the Major Collaborative Research Initiatives programs successfully supported excellent research and advanced knowledge in all areas of the social sciences and humanities, allocating 955 new grants overall. Investigator-Framed Research supported more than 2,700 projects in all areas of the social sciences and humanities.

New Standard Research Grants were allocated to 941 projects across Canadian postsecondary institutions for research in more than 30 disciplines and 50 research areas. This represents a 12 per cent increase from the previous year.

The 2009-10 competition for Standard Research Grants—SSHRC’s largest research grant program—received 2,880 applications, requiring 6,201 external assessments. SSHRC awarded 941 Standard Research Grants, for a total investment of more than $75 million over three years. In line with SSHRC’s efforts to encourage the work of emerging researchers, this total included 182 one-year grants to new scholars.

SSHRC has a very strong reputation for funding research excellence in Canada. The evaluation of the Standard Research Grants program demonstrated that SSHRC is considered the most important source of social sciences and humanities funding by nearly all those consulted for the evaluation. The majority of alternatives do not provide investigator-framed research in the social sciences and humanities, and most respondents felt that SSHRC is the most appropriate funding delivery agent. In particular, respondents highlighted SSHRC’s excellence in independent peer review, years of experience in delivery, and national-level review and competitions.

The evaluation also found that, for the most part, Standard Research Grants are meeting the current and future needs of social sciences and humanities researchers. The main area of concern is in meeting the needs of new scholars. Finally, the evaluation’s findings strongly suggest that the research supported leads to knowledge advancement within and beyond academia.

SSHRC’s Major Collaborative Research Initiatives program unites the work of many researchers under single, collaborative projects. The result is productive, integrated working relationships among researchers looking into complex intellectually, economically and culturally significant issues. Four new Major Collaborative Research Initiatives grants were awarded in 2009-10. These projects will bring some 140 Canadian and international researchers and experts together to build knowledge on issues such as the rise and development of the emerging economic superpowers India and China; suburban growth in the 21st century; new ways to organize long-term residential care for seniors; and how religion affects our legal, political and social environment. Each initiative will receive close to $2.5 million over seven years.

Lessons Learned

Based on the recommendations of the Blue Ribbon Panel report and SSHRC’s commitment to continuous improvement, the Standard Research Grants application process has moved to a fully electronic online submission process. The process eliminates the need for signed paper copies, and enables applicants to submit all related forms and curricula vitae as electronic attachments, thereby improving and streamlining the overall application and assessment process. Feedback about the easier, simplified process has been extremely positive from both applicants and assessors. SSHRC will make similar changes to other competitions in the coming year.

Program Activity: Targeted Research and Training Initiatives

SSHRC develops and funds programs to support strategic research programs, both on its own and in partnership with other funding providers (including government, private and community organizations). These programs generate new knowledge on pressing social, economic and cultural issues of particular importance to Canadians. One particular stream of strategic programs supports research that will contribute to a better understanding of the impacts of the knowledge-based economy on Canada's economic, social, political and cultural life, and will help to improve Canadians' ability to influence the future for the common good.

  • SSHRC is also involved in other emerging research priorities, such as that through Automotive Partnership Canada, a partnership between federal research and granting agencies, including NSERC as lead, SSHRC, the Canada Foundation for Innovation and the National Research Council Canada. The partnership provides $145 million in research funding over five years to support significant, collaborative research and development activities that will benefit the entire Canadian automotive industry. Since the program’s launch in April 2009, SSHRC and NSERC have promoted it to attract applications from the social sciences and humanities research community. Applications from the social sciences and humanities community have yet to be received.

Targeted Research and Training Initiatives

Targeted Research and Training Initiatives mobilize Canada’s best scholars to undertake research on priority areas of social, economic and cultural importance to Canadians. Much of this research activity also involves training highly qualified personnel and mobilizing research knowledge. Knowledge developed through these programs can strengthen decision-making in the public, private and not-for-profit sectors. Focusing strategically on research in the national interest is a guiding principle of the federal S&T strategy. SSHRC funds such thematic research mainly through:

  • Strategic Research Grants, the themes of which are defined by SSHRC in consultation with stakeholders, including government; and
  • Strategic Joint Initiatives, through which SSHRC partners with public, private and not-for-profit organizations to co-fund thematic research and research training initiatives.

This program activity is expected to enhance excellent research and the development of highly talented individuals in areas of importance to Canadians. It is well aligned with the federal S&T strategy commitment to harness S&T to meet Canada’s social and economic needs by supporting research priorities and building partnerships.

New technologies and Canadians with disabilities

Access to new technology, such as point-of-sale contact and ATM machines, is a challenge for Canada’s disability community. Through SSHRC’s Initiative on the New Economy, research by the University of Manitoba’s Deborah Stienstra and others, including the Council of Canadians with Disabilities, influenced a Supreme Court decision on telecommunications deferral funds, whereby 5 per cent of $650 million was set aside to ensure better access for the 4.4 million Canadians (14.3 per cent of Canada’s population) with disabilities. The research also contributed to partnership arrangements between the Neil Squire Society, Nokia and RIM to develop accessible solutions for people with disabilities. The City of Vancouver showcased improved access to information, retail and public services at the 2010 Olympic Games.

Performance Analysis

Targeted Research and Training Initiatives successfully supported research in areas of importance to Canadians. The program activity awarded 77 new grants in 2009-10, worth a total of $22.4 million, to conduct excellent targeted research and various training initiatives.

Environment and North strategic themes—In 2009-10, research on Canadian environmental issues and on northern communities received $4.9 million in funding through SSHRC’s Strategic Research Grants.

Research funded under the Canadian Environmental Issues special call contributed to advancing Canadian research knowledge on climate change, green energy, water management, and the environmental impact of new technologies; while Northern Communities research focused on areas identified in Canada’s Northern Strategy, including sovereignty, environmental protection, governance, and social and economic development.

SSHRC initiated a consultation strategy, identifying potential participants as well as expert facilitators and key questions. Issues discussed included the knowledge needs of research users in Canadian communities, government departments, non-governmental organizations and the private sector; what environmental and northern issues are pressing today; and which of these can benefit from research and knowledge mobilization.

Deployment of a full consultation was delayed due to budget constraints; however, SSHRC continued to monitor issues and topical developments from a variety of sources. SSHRC, along with other granting agencies, Indian and Northern Affairs Canada and other departments, also engaged in discussions on the development of the Canadian High Artic Research Station. Further, SSHRC’s Aboriginal Research Pilot Program continued to see high demand, and members of the program’s adjudication committees were consulted on SSHRC’s long-term strategy for advancing research with and by aboriginal people.

International research collaboration—The International Research Initiative on Adaptation to Climate Change—a collaboration between SSHRC, NSERC, CIHR and the International Development Research Centre—awarded close to $360,000 for targeted, leading-edge research on climate change adaptation involving international research teams. Initiative partners funded 12 letter-of-intent-stage projects, with SSHRC awarding $120,000 for four of the letters of intent.

International Joint Venture Project—Negotiations with lead institution Dalhousie University were completed in 2010, leading to the launch of the Ocean Tracking Network to be supported by the International Joint Venture Project. The Project, a collaboration between NSERC, SSHRC and the Canada Foundation for Innovation, totalling $45 million in funding over five years, will support a joint collaborative research venture between the best oceanographers and ocean management researchers and institutions in Canada and around the world. The SSHRC portion, valued at $327,000 over five years, will provide funding for research on the socio-economic and legal aspects of ocean monitoring.

Lessons Learned

To ensure that SSHRC funding for management, business and finance research leads to the greatest benefits for all Canadians, SSHRC completed an in-depth review of Canadian research needs, strengths and weaknesses within these fields in 2009.

This review included: commissioning a report on business research in Canadafromthe Council of Canadian Academies; performing an analysis of SSHRC-funded research grants over the past 10 years; holding consultations with the Canadian Federation of Business School Deans and with SSHRC’s sister granting agencies; and performing outreach activities with the Canadian Federation for the Humanities and Social Sciences, the SSHRC Leaders, the Canadian Council of Chief Executives, the Canadian Labour Congress and other organizations.

Based on evidence gathered, SSHRC decided to focus the management, business and finance research priority on innovation, leadership and prosperity, in order to respond to the complexity, diversity and creativity of the new knowledge paradigm in the 21st century.

SSHRC’s focus on innovation, leadership and prosperity also includes efforts to: increase connections between SSHRC-funded researchers and off-campus communities, increase international collaboration; and build Canada’s capacity in areas such as the digital economy, small- and medium-sized enterprises, public sector management, e-finance, and the manufacturing and service industries.

Program Activity 2.3: Strategic Research Development

Strategic grants, through programs in this program activity, are available to faculty, postsecondary institutions, scholarly associations and not-for-profit organizations to explore, develop and define new perspectives, challenges and priorities in conducting research, disseminating research results, and training new researchers. Strategic research development programs also help develop related research capacity through the promotion of new modes of research collaboration and partnerships.

Strategic Research Development

Through Strategic Research Development, SSHRC funds research activities that explore and develop new perspectives, directions and modes of research. It also enhances institutional capacity for research in the social sciences and humanities, such as through the Research Development Initiatives program, which supports early-stage exploratory research activities in areas emerging beyond established disciplinary, theoretical or methodological boundaries. The Community-University Research Alliances program funds new forms of research partnerships between university-based researchers and community-based organizations, with partners joining forces to define research questions and undertake research on issues of mutual interest. The program ensures that knowledge produced will be applied, as the potential users of new knowledge participate in the research process from the start. The International Opportunities Fund, meanwhile, enables top researchers to collaborate in international research activities, and enhances the leadership role of Canadian scholars in global research efforts. The program supports activities leading to significant international research collaborations and has already become a fund though which international funding agreements are being negotiated.

Connecting beyond campus and beyond borders

The Community-University Research Alliances funded by SSHRC support research partnerships between universities and community organizations, including a project at the University of Waterloo to research changes in how people with dementia are supported and cared for.

Performance Analysis

Overall, Strategic Research Development received 470 eligible applications and awarded 148 grants. The $25.6 million in actual spending in 2009-10 was 13 per cent lower than in 2008-09. This variation is due to competitions in Innovation, Leadership and Prosperity, Canadian Environmental Issues and Northern Communities, resulting in limited funds available for new awards.

International research collaboration

SSHRC funds research that brings the world to Canada, and Canada to the world. By fostering collaboration among researchers, partners and research funding agencies, SSHRC builds international partnerships on important issues and helps raise Canada’s profile on the global stage.

In 2009, SSHRC announced grants to eight international research projects as part of the Digging into Data Challenge. This partnership—between SSHRC, the United States’ National Endowment for the Humanities and National Science Foundation, and the United Kingdom’s Joint Information Systems Committee—challenged international teams of world-class researchers to push the limits of the digital revolution. Using high-performance computing and digital libraries to mine vast quantities of cultural data (images, texts, musical notations, social statistics and speech, etc.), these interdisciplinary teams will lead substantial innovations into data-mining that will have benefits across the academic, business and public sector worlds.

A partnership between SSHRC and the International Development Research Centre has led to the International Community-University Research Alliances program. The program facilitates collaborations and the creation of new knowledge across sectors and organizations, and between countries. In 2009, the program awarded $8 million in funding, of which SSHRC is contributing $4 million over five years, to four projects teaming community organizations and universities in Canada with counterparts in the developing world to carry out research on global issues, such as the design and delivery of mental health services, coastal environmental change, the impact of poverty on the environment, and services for at-risk youth.

Historical research builds powerful data-mining tools

A Digging into Data project to examine 250 years of criminal court proceedings will produce powerful data-mining tools capable of revolutionizing how businesses and governments do public opinion research. The tools will allow users to see how their brands and services appear online, what words are nearby, and whether people have positive or negative things to say about them.

SSHRC continued to develop a renewed program architecture in 2009-10. It posted a briefing to the community describing the objectives of the architecture renewal, including reducing the number of program offerings, and promoting flexibility within programs of funding. Following on consultation with the social sciences and humanities community, SSHRC recommended to its governing council two funding opportunities in support of formal partnerships to facilitate a broader range of partnerships between the public, private and not-for-profit sectors to harness social sciences and humanities research to address social, economic and management challenges. SSHRC’s program activities are being restructured within three umbrella programs defined by their desired results for Canadians: Talent, Insight and Connection.

Strategic Outcome 3: Knowledge Mobilization—The Transfer, Dissemination and Use of Social Sciences and Humanities Knowledge

Moving new knowledge from academia into areas where it can be applied more directly to the benefit of Canadians has been a dominant theme in SSHRC’s strategic planning for several years. SSHRC understands this challenge in the broadest sense: that it is not merely about “transferring” knowledge after it has been produced, but also about allowing opportunities for practitioners and other research users to participate and influence the knowledge-production process from the beginning. Knowledge mobilization is a key strategy for realizing Canada’s Entrepreneurial Advantage.

In 2009-10, SSHRC awarded 211 grants through Research Dissemination and Knowledge Translation, and Research Networking—the two program activities under Knowledge Mobilization. Funding through the Knowledge Mobilization strategic outcome represented $35.9 million in 2009-10. Overall, knowledge mobilization funding constituted five per cent of SSHRC grants expenditures in 2009-10.

Lessons learned

In 2009, SSHRC’s new Knowledge Mobilization and Program Integration division held a workshop to discuss the development and implementation of knowledge mobilization strategies. The meeting demonstrated that there is incredible benefit to sharing experiences and lessons learned. As knowledge mobilization is still relatively new, it is important to develop vehicles to systematically collect and share this learning.

Among several recommendations to SSHRC resulting from the workshop was a recommendation to provide support to Knowledge Impact in Society and Strategic Knowledge Clusters program participants to develop a community of practice on knowledge mobilization.

Program Activity 3.1: Research Dissemination and Knowledge Translation

This program activity supports the effective dissemination of social sciences and humanities research results, both within and beyond academia. Through grants to researchers and research institutions, it helps to ensure that research results are accessible to potential users, through both dissemination and engagement activities. Accessibility includes both the availability of research results to a range of audiences through publications (research publishing), as well as the tailoring of research results to the needs of potential users (knowledge translation).

Research Dissemination and Knowledge Translation

Benefits for Canadians

Through Research Dissemination and Knowledge Translation, SSHRC funds knowledge-sharing activities that are essential for ensuring the dissemination of research results, challenging assumptions, and exploring potential implications for further research. SSHRC also funds knowledge-translation activities through which research results are synthesized and interpreted for specific audiences so that research results can be used in sectors beyond academia. These activities directly maximize the impact of public investments in social sciences and humanities research.

Performance Analysis

The new Research Dissemination and Knowledge Translation program activity features two subactivities—Research Publishing and Knowledge Translation. Through its Public Outreach Grants funding vehicle, Knowledge Translation awarded 28 new grants on a variety of topics, including in SSHRC priority areas.

The restructuring of SSHRC’s program activities has led to irregular patterns in the related trends above, since some of SSHRC’s most well-known scholarly dissemination programs ?Aid to Scholarly Journals and Aid to Research Workshops and Conferences in Canada?were split into separate program activities. Overall, expenditures under Research Dissemination and Knowledge Translation reached close to $10 million in 2009-10.

Program Activity 3.2: Research Networking

This program activity supports interactions between researchers (in academia and other sectors), and between researchers and users of research results (in a range of sectors). These interactions enable researchers, research trainees and others to share and collaborate on research plans and results.

Knowledge impact in society

In partnership with 15 Community Futures Development Corporations of Eastern Ontario, the Knowledge Impact in Society project at Queen’s University’s The Monieson Centre has conducted 15 Discovery Workshops to identify local research priorities to support economic development. In fall 2009, the project helped place 96 students in communities across the region to profile local success stories. Over 2009-10, 18 new case studies were produced. The research team also completed 16 knowledge syntheses on workshop-based priorities such as youth retention, community branding, and creating a vibrant downtown. As well, the project organized 10 student consulting projects with local businesses and organizations, and is providing networking opportunities for academics and community leaders through an annual conference and through social media, including the Creative Communities blog, a Twitter site and a Facebook page.

Research networking is an important part of the research enterprise that is difficult to fund through traditional research grants. Dedicated funding for networking activities acknowledges its important role in fostering high-impact research and innovation. Research networking is supported through grants to researchers and research institutions to fund both discrete events, such as conferences and workshops, as well as more sustained collaborative relationships, such as research networks and clusters.

  • The cluster program evaluation of SSHRC’s program mechanisms supporting the Knowledge Mobilization strategic outcome initially planned for 2010-11 was rescheduled for 2011-12.
  • In 2009, SSHRC supported 159 Aid to Research Workshops and Conferences events, almost all of which will result in a scholarly publication to further share knowledge and lead to new research avenues. SSHRC staff continuously gauge the program’s effectiveness through:
    • review of activity reports and ongoing exchanges with applicants;
    • two yearly policy sessions with peer reviewers; and
    • ongoing exchanges with university research office personnel.

      Ongoing exchanges with the research community to ensure constant improvement of program quality have revealed that the benefits and value of SSHRC’s networking and knowledge production support are both substantial and economical, given that the related research has generally already been paid for and that each event generates some form of publication or tangible deliverable.
  • In 2009-10, SSHRC continued to work towards deepening the social sciences and humanities’s involvement in the Networks of Centres of Excellence’s four main programs: the Networks of Centres of Excellence, the Centres of Excellence for Commercialization and Research, Business-Led Networks of Centres of Excellence, and the Industrial R&D Internship Program.
    • New Networks of Centres of Excellence resulting from the 2009 competition include: GRAND (Graphics, Animation and New Media), which has strong and diverse social sciences and humanities research elements; Carbon Management Canada, which has almost 20 social sciences and humanities researchers; and NeuroDevNet, which also has strong social sciences and humanities elements related to health.
    • An additional year of funding was granted to three Networks of Centres of Excellence New Initiatives: the Promoting Relationships and Eliminating Violence Network; the National Initiative for the Care of the Elderly; and the Canadian Obesity Network.
    • A new, permanent Knowledge Mobilization Initiative was added to the Networks of Centres of Excellence suite to build on the successes of the Networks of Centres of Excellence New Initiatives, but with a greater emphasis on receptor involvement. The initiative supports networking and collaboration, while its open targeting allows scope for social sciences and humanities applicants.
    • In addition, an information session on the Networks of Centres of Excellence was held in late 2009 as part of the promotion of interagency and interdisciplinary research at the annual SSHRC Leaders conference.

Benefits for Canadians

SSHRC funds networking activities through which researchers working in different disciplines and/or sectors can collaborate in a sustained way on issues of common interest. Fundamental to these activities is the explicit recognition that Canada’s entrepreneurial challenge is not only a technological one but one that requires better bridges between research and practice, and more people who are skilled in areas such as management, business, marketing and communications, and who have global fluency. The range of networking activities supported by SSHRC are focused on maximizing the impact of public investments in research, and directly foster Canada’s Entrepreneurial Advantage.

Preventing bullying among Canadian children

Canada recently ranked ninth-worst among 35 countries for bullying rates among 13-year-olds. The Promoting Relationships and Eliminating Violence Network, a network of Canadian researchers funded through the Networks of Centres of Excellence, is working with public, private and non-governmental organizations to prevent bullying through greater awareness. The network has provided teachers with information on bullying through the Canadian Teachers’ Federation’s national cyber-bullying prevention strategy, and, through Respect in Sport, has trained over 20,000 coaches and youth leaders in anti-bullying approaches. The Network has also run media spots on Canada's Family Channel, and has developed web-based bullying assessment tools for children in grades 4-6 and 7-12. The Network’s methods have so far drawn interest from 75 different countries.

Performance analysis

Working with members of an intersectoral peer review committee, SSHRC introduced procedural innovations for its Public Outreach Grants competition in 2009-10. The process was structured to invite and effectively compare budgets with no pre-designated upper limit, as well as a mixture of open and thematic proposals—with the latter covering federal investments in environmental and northern issues; and innovation, leadership and prosperity.  The result was 44 awards reaching across diverse fields and employing budgets based on flexible identification of optimal knowledge mobilization opportunities.

SSHRC also demonstrated commitment to knowledge mobilization by supporting various forms of research networking (see figure below). SSHRC’s commitments remain constant towards its Research Networking subactivities of Strategic Knowledge Clusters and Research Events, which features two of the most popular SSHRC programs: Aid to Research Workshops and Conferences in Canada, and Aid and Attendance Grants to Scholarly Associations.

New Networks of Centres of Excellence—Three new Networks of Centres of Excellence were funded as a result of the program’s 2009 competition. Of the three, two involve researchers in non-health social sciences and humanities fields:

  • GRAND (Graphics, Animation and New Media) is hosted by The University of British Columbia Centre for Digital Media at the Great Northern Way Campus, with Kellogg Booth as its scientific director. It has 32 projects, a number of which are led by social sciences and humanities researchers, such as Digital Labour: Authors, Institutions and the New Media (www.grand-nce.ca).
  • Carbon Management Canada, led by Stephen Larter, is hosted by the University of Calgary and has three main themes. One, Environmental and Human Dimensions, involves approximately 20 social sciences and humanities researchers (www.carbonmanagement.ca).

Knowledge Mobilization Initiative—The 2009 evaluation of the Networks of Centres of Excellence New Initiatives pilot program indicated that ongoing New Initiatives had reached a level of credibility and momentum that would clearly lead to important benefits, and that the initiative added value for multidisciplinary and collaborative research in Canada involving academics and community-based knowledge recipients. In addition, a tri-agency working group, chaired by SSHRC and with a member from Industry Canada, recommended to the Networks of Centres of Excellence Steering Committee that a new Knowledge Mobilization Initiative program be established to build on the successes of the New Initiatives pilot, but with greater emphasis on receptor involvement. The new initiative was approved for launch in July 2010.

Strategic Outcome 4.0: Institutional Environment—A Strong Canadian Science and Research Environment

In Canada, the provincial and federal governments jointly support academic research. The provinces provide the basic physical infrastructure and, supported in part by the Canada Health and Social Transfer, direct and indirect operating costs. The federal government funds the direct costs of research, mainly through the three federal granting agencies—CIHR, NSERC and SSHRC. The term "indirect costs" refers to the central and departmental administrative costs that institutions incur to support research, but are not attributable to specific research projects.

In its 2003 budget, the Government of Canada announced a new program to support the indirect costs associated with the conduct of academic research in institutions that receive research grant funds from any of the three federal granting agencies. This grant program—Indirect Costs Program—recognizes the growing indirect costs of conducting publicly funded academic research. The program was created to help postsecondary institutions maximize the investments in research in one of two ways: 1) secure additional support for the indirect costs of conducting research; or 2) support their mandates to teach and provide community services. By financing a portion of the indirect costs incurred by postsecondary institutions and their affiliated research hospitals and institutes, the federal government both supports world-class research facilities and addresses the needs of smaller Canadian postsecondary institutions. The Indirect Costs Program is administered by the SSHRC-hosted Canada Research Chairs Secretariat, on behalf of the three federal granting agencies.

The program helps fulfill the S&T strategy commitment to “encourage a supportive postsecondary research environment” and contributes to positioning Canada, and Canadian research institutions, as a primary destination for world-class research.

The key goal of the Indirect Costs Program is to help eligible institutions pay a portion of the indirect costs associated with conducting federally supported academic research. Funding is provided along five key investment areas: facilities, research resources, management and administration, regulatory requirements and accreditation, and intellectual property management.

Indirect costs may include the costs of activities such as gaining library acquisitions, maintaining research databases, renovating laboratories, and promoting research programs to the public. Universities, colleges and other eligible institutions receive Indirect Costs grant allocations based on the average amount of research funding they have received from the three federal research granting agencies over a rolling, three-year period. Smaller institutions, which cannot realize the economies of scale of larger institutions, benefit from a higher allocation formula, which allows them to build their research capacity and excellence.

Performance Analysis

The overall goal of the Indirect Costs Program is to help postsecondary institutions create a research environment that lets them make the best possible use of all federal investments in postsecondary research. In addition to the program’s impacts in its five priority expenditure areas, the program also enhances institutions’ overall ability to conduct research and to recruit and retain researchers. Larger institutions, because they receive larger grants, seem better able to benefit from the program’s positive impacts than do smaller institutions. However, in general, small and mid-sized institutions say that, even though their grants are more modest, these funds play a key role in building their research programs and make a big difference when it comes to their researchers’ work.

On the whole, the institutions that receive Indirect Costs funds invest them mainly in research facilities, management and administration. This distribution remains very similar from year to year, but the proportion of funds spent on regulatory requirements and accreditation does seem to be increasing over time, most likely reflecting an increase in institutions’ and researchers’ responsibilities in these areas. In contrast, the proportion of funds spent on resources seems to be decreasing.

Interestingly, the small and medium-sized institutions spent a large proportion of their Indirect Costs grants on management and administration of their research activities, while large institutions and research-intensive institutions invested almost the same proportion on facilities as they did on management and administration.

Lessons Learned

As part of the 2009 summative evaluation of the Indirect Costs Program, recommendations were made for strengthening the information base used to assess the program’s impact. As a result, the program’s managers have established a working group of representatives of various organizations, such as postsecondary institutions, the Association of Universities and Colleges of Canada, the Canadian Association of University Business Officers, and the Canadian Association of University Research Administrators. The group has been mandated to define a set of parameters to be used to assess the state of the research environment at Canada’s universities once every five years.

Program Activity 5.1: Internal Services

SSHRC and NSERC share internal services for general administration, human resources, finance, awards administration, and information management and technology services. This common administrative services model has proven highly efficient for the two agencies. In addition, SSHRC has its own corporate services serving the agency’s distinct needs related to board and committee governance, policy, planning, statistics, program evaluation, performance measurement, audit, communications and international affairs.

As illustrated below, SSHRC allocates 96 per cent of its available budget directly to researchers across Canada to support university- and college-based research and training in the humanities and social sciences. Through its programs and policies, SSHRC enables the highest levels of research excellence
in Canada and facilitates knowledge-sharing and collaboration across research disciplines, postsecondary institutions, and all sectors of society. SSHRC is also involved in partnership programs and initiatives with other federal departments and agencies to support research addressing issues
of importance to Canadians.

Over a five-year period, while budget funding, number of grants administered, and operating budget including staff has increased, the cost-efficiency of SSHRC has remained generally constant. For every $1,000 of operating expenditures, $27,000 of grant and fellowship funding was delivered in 2009-10, compared to $25,000 in 2005-06 (an increase of eight per cent).

SSHRC incurred the majority (49 per cent) of its expenses to fund indirect costs of research on behalf of the three federal research granting agencies. A large portion of its grants and awards expenses was incurred to fund the strategic outcomes People (26 per cent) and Research (20 per cent), and about five per cent of funding supported Knowledge Mobilization.

A large portion of SSHRC grants and awards investments (29 per cent) is in research areas that fall under S&T priorities.
