5) Description:  Establishment of a museum for human rights in Winnipeg.

6) Strategic Outcome:  Community Economic Development

7) Summary of Results Achieved by the Recipient:  Planning and development of a museum, with an estimated total capital cost of $265 million and containing roughly 5,600 square meters of permanent exhibition space. It will examine the development of human rights in a historical and global context, focusing on the experience of Canadians, and teaching respect for human rights, as well as the consequences of not respecting them. It will place a major emphasis on the history and development of Aboriginal rights in Canada, and will be the first major Canadian Museum to do so. It will also showcase human rights successes and the heroic responses to challenge by leaders such as Mahatma Gandhi and Nelson Mandela. Finally, through interactive displays, multi-media activities, and educations programming, it will work to build commitment to a better future. The museum will be a major new tourist attraction for Winnipeg.

16) Significant Audit and Evaluation Findings and URL to Last Audit and/or Evaluation:  The WD funding agreement requires an independent evaluation of the museum within 5 years of its completion. Project not yet completed therefore no evaluation conducted to date.  The WD funding agreement requires the submission of audited financial statements from the recipient. No WD initiated audits conducted to date.

The grant of $27.0 million was paid to the Recipient in 2003-2004.  Under the terms of the funding agreement, it has been kept by the Recipient in an investment account, with an initial drawdown for eligible expenses of $3,058,000 made in December, 2006.   A Statement of Intentions was signed on April 20, 2007 by the Recipient, Canadian Heritage, Manitoba, Winnipeg and the Forks Renewal Corporation. It stipulates that, subject to certain conditions to be met by April 1, 2008, the Canadian Museum for Human Rights will become a National Museum under the federal Museums Act and that the federal government will take on the responsibility of building and operating the museum.

5) Description:  Create a community controlled trust fund for economic development.

6) Strategic Outcome:  Community Economic Development

7) Summary of Results Achieved by the Recipient:  The purposes of this Agreement are to assist and promote economic development in the communities within the Primrose Lake Area affected by the establishment of the Primrose Lake Air Weapons Range in 1953 and to enhance the long-term economic viability and sustainability of those communities. Grant was provided late in the fiscal year, therefore, no results have been achieved by the recipient for this reporting period.

1) Name of Recipient:  Prince Rupert Port Authority (PRPA)

2) Start Date:  October 6, 2005

3) End Date: July 31, 2008

4) Total Funding: $30,000

5) Description:  Develop a three (3) crane container terminal at the existing Fairview break bulk terminal at Prince Rupert, British Columbia.

6) Strategic Outcome:  Entrepreneurship and Innovation

7) Summary of Results Achieved by the Recipient:  The PRPA and its private partners CN Rail and Maher Terminals of Canada Corp. will convert the Fairview general cargo terminal in Prince Rupert to a specialized state-of-the-art container facility capable of handling 500,000 TEUs per year. It will be fully operational by 2007 and will have sufficient capacity to handle the new larger Post-Panamax vessels, which exceed 500 meters in length and hold up to 8,000 containers. As of the end of March 2007, the project is 80% complete.
