Corporate Services

In 2006–2007, SWC addressed a number of corporate priorities not previously mentioned:

  • To help the WP provide funding and manage its grants and contributions in the more cost-efficient fashion, SWC began implementation of the Grants and Contributions Information Management System (GCIMS). GCIMS is an organization-wide, fully bilingual computer application that will facilitate the effective management and tracking of grants and contributions administered by SWC. It will also ensure due diligence, data checking, validation, and improved reporting, among other uses.
  • Given the public attention to its structural and directional changes in 2006–2007, SWC received almost 50% more requests from the Access to Information Process (ATIP) than in the previous year. In addition, the level of complexity of such requests increased exponentially for the third year in a row. These changes did not prevent the scarcer ATIP resources from processing the same number of requests as in previous years.
  • In 2006–2007, SWC intended to incorporate the Expenditure Management Information System into its decision-making processes. However, with the substantial changes that occurred during the period, this work will now be undertaken in 2007–2008. The system will reflect the changes already made to the WP management framework and those that better describe progress under SWC's new direction. SWC management committed to referring to a "corporate dashboard" of timely performance information at regular intervals, as soon as first results are collected and analyzed (before April 1, 2008).
  • To help streamline its operations, SWC implemented the Records, Document and Information Management System (RDIMS). RDIMS was implemented with a view to ensuring that information under SWC's control is managed effectively and efficiently throughout its life cycle. RDIMS will enhance service delivery, provide better support to decision-makers, increase productivity, promote information sharing and re-use, ensure compliance with federal legislation and Government policy, and enhance the efficiency of the records management function.
  • SWC continued working on an action plan to address issues raised in the 2005 Public Service Employee Survey. Following release of the survey, the Co-ordinator and some members of the senior management team met with the representatives of the labour groups to discuss the results. Labour and senior management both analyzed the results to begin setting priorities for future action. A significant emphasis for action was placed on the development of an integrated business and human resources plan that would have representation from the labour groups in its development. Some discussions took place between senior managers and their employees concerning priority actions that could be undertaken at the directorate level. For example, processes around performance evaluations, work–family life balance, and human resource staffing processes.
