The Treasury Board, on March 14, 2002, approved an economic increase for members of the Executive Group (EX). In keeping with the established relationship between the EX Group and excluded lawyers at the LA-3A, 3B and 3C levels, an economic increase of 3.1% has been awarded effective 1 April 2001 to excluded members of the Law Group (LA) at the levels of LA-3A, LA-3B and LA-3C subject to either the national or Toronto rates of pay. The new ranges are shown in Annex A. Increases for levels below LA-3 will be announced at a later date.

The economic increase is to apply to the individual's base salary that is effective on 1 April 2001. The salary to which the increase is to be applied is the individual's salary that is effective on 1 April 2001 and includes any changes resulting from the application of performance pay for the 2000-2001 fiscal year. However, a lawyer rated as "unsatisfactory" for performance year 2000-2001 is not eligible for the economic adjustment. Accordingly that lawyer will remain at his/her current salary. That means, in some cases, that a lawyer will be paid less than the new minimum of the range for his/her level as outlined in Annex A.

For those LA-3s eligible for the economic increase, their salary is to be adjusted upwards by 3.1%, rounded to the nearest multiple of $100. Employees who have a "satisfactory" or better rating and are at the current minimum of the range shall move to the new minimum of the range even if the actual calculation results in a value less than the minimum. Similarly, an employee whose salary is at the old range maximum will move to the new range maximum.

Departmental reference levels will be adjusted appropriately.

PAY NOTES

  1. Notice of increases for Lawyers at levels LA-DEV to LA-2B will be announced at a later date.
  2. All lawyers at the LA-3A, LA-3B or LA-3C level will receive an economic increase of 3.1% effective 1 April 2001.
  3. No lawyer will be paid below the minimum of his/her respective salary range, unless a lawyer is assessed as "unsatisfactory" in which case he/she will remain at his/her current rate of pay, which could be less than the minimum of his/her respective salary range.
