Analytical Framework for Selecting Instruments

The analytical process for selecting instruments is defined by a number of steps all of which are supported by consultation. The first step in the process is the identification and definition of the problem. This is followed by the setting of objectives and then the identification of potential intervention points. Next, actors and institutions having an effect on risks and objectives are identified and instruments are selected and considered. Finally, performance indicators are set and then the instruments are implemented.
