The year-over-year spending trend is as follows: In 2009–10 and 2010–11, actual spending was $146.9 billion and $104.5 billion respectively. In 2011–12, forecast spending reaches $28.5 billion, and in 2012–13, 2013–14 and 2014–15, planned spending is $29.0 billion, $30.0 billion and $31.5 billion respectively.
