The line for the NCR starts at approximately 4,600 participants in 2007-2008, climbs to 6,000 in 2008-2009, drops below the regional line to approximately 3,600 in 2009-2010, and then levels off at this number to maintain a steady state just below the regional line until 2011-2012. The total line starts at 7,200 in 2007-2008, climbs to 11,000 in 2008-2009, drops to 8,000 in 2009-2010 and maintains this level for the last two years ending in fiscal year 2011-2012.
