Executive compensation is benchmarked to the Canadian Labour Market at the EX-1 level. EX-2 to EX-5 compensation is indexed to EX-1 compensation, not the Canadian Labour Market. This results in total compensation well below the private sector for these more senior positions.
At the EX-4, EX-5 and DM-2 levels, total compensation is significantly below the Canadian Labour Market by 70% to 128% based on September 2006 data. This finding has been consistent since 1997.
