The following should be noted when reviewing the data provided:

Prior to program review (1995-1998) retirement rates were fairly stable.
From 1999 and onwards, rates climbed slowly until 2003-04 when they jumped to 5.6%.
Other separation rates jumped dramatically during the program review period due to departure incentives that lowered retirement rates during this period.
Relatively constant retirement and other separation rates are projected from 2005-2006 to 2009-2010.
