Guideline on Common Financial Management Business Process 3.1 - Manage Procure to Payment

This guideline defines Manage Procure to Payment, which begins with the identification of procurement need and ends with a finalized payment issued by the Receiver General for expenditures that involve operational or capital procurement using a purchase order or other type of contract.

The flow advances to the decision titled “Change vendor master data file?”. The YES flow for this decision leads to the connector for Business Process 7.1 – Manage Vendor Master Data File before continuing with the NO flow to the decision titled “Update commitment?.”

The YES flow for “Update commitment? continues to the connector for Subprocess 3.1.3 – Verify Unencumbered Balance and Subprocess 3.1.4 – Manage Commitments. Both subprocesses must be completed before continuing with the NO flow to Activity – Determine Required Transaction Authority.

The flow advances to Activity – Exercise or Obtain Transaction Authority and then to the decision titled “Obtained transaction authority?.” The NO flow for this decision has a connector to Subprocess 3.1.1 – Determine Requirements while the YES flow results in the output of an approved and signed contract by all parties. The subprocess ends with a connector to Subprocess 3.1.6 – Administer Contracts and Deliverables.
