Figure 1 is a graph that illustrates how the relationship between the organizational project management capacity class and the project risk and complexity level determines the project approval limits of an organization by using two projects undertaken by the same department. The y-axis depicts the organizational capacity class of 0 to 4. The x-axis depicts project complexity and risk levels of 1 to 4. The department has an organizational project management capacity class of 3 - Evolutionary. For this organization, any project that has a project risk and complexity level of 4 requires Treasury Board approval and expenditure authority to proceed with the project, or any phase of the project. Project A has a project complexity and risk level of 4 - Transformational and would therefore require TB approval. Project B shown in this graph is a project in the same organization that has a project risk and complexity level of 2. This project would likely not require Treasury Board approval and expenditure authority.
