National Joint Council

Created in 1944, the National Joint Council (NJC) is a forum of choice where participating public service bargaining agents and employers come together to share information, consult on workplace policies and co-develop directives on issues that affect employees throughout the public service, such as occupational health and safety, travel, relocation, public service health and dental care plans or employment equity. The NJC members also deal with grievances arising from these Directives and settle appeals on dental and disability issues.

The NJC currently includes eighteen public service bargaining agents, and, on the employer's side, the Treasury Board Secretariat, represented through the Compensation and Labour Relations Sector, and four separate agencies as members. The work performed through the NJC complements collective bargaining between individual unions and employers by offering an alternate and innovative way to address issues on a public service-wide basis.
