This line graph shows the planned spending and actual spending for the Department’s Economic and Fiscal Policy Framework program activity for the 2007–08, 2008–09, and 2009–10 reporting periods. Planned and actual spending for 2007–08 were closely aligned, whereas actual spending was higher than planned spending in both 2008–09 and 2009–10.

The year-over-year spending trend is as follows. Compared to 2007–08, actual spending increased in 2008–09. Spending in 2009–10 decreased compared to 2008–09 and was lower than the actual spending reported in 2007–08. The decline in actual spending between 2008–09 and 2009–10 is explained in the text that follows the graphic.
