Self-Designated

A “Self-designated office” serves the public in both official languages even though it is a unilingual office under part IV of the Official Languages Act (OLA) and the Official Languages Regulations (Regulations).

The Treasury Board of Canada Secretariat recommends that self-designated bilingual offices adopt the same government-wide policies and directives, departmental directives, policies, and service standards on official languages as offices that are bilingual under part IV of the OLA or the Regulations. However, the bilingual service in self-designated bilingual offices is not monitored by the Treasury Board of Canada Secretariat. Complaints made to the Office of the Commissioner of Official Languages may not be subject to investigation.

Key/Non key Service Key service: Federal services listed in the Regulations that are subject to specific provisions. Within a census metropolitan area, key services are services provided by:
  • a Service Canada Centre,
  • a passport point of service,
  • a post office,
  • an office of the Business Development Bank of Canada,
  • an office of the Canada Revenue Agency,
  • an office of Canadian Heritage,
  • an office of the Public Service Commission of Canada and,
  • a regional economic development agency.

Within a census subdivision, key services are the services listed above, as well as services provided by Royal Canadian Mounted Police detachments.

Non key service: Any service that doesn’t appear in the list of key services.

Demand Refers to Measurement of Demand which consists in a survey of an office’s clientele on their preferred official language for communications and services for the purpose of applying provisions 5(1)(d), (k), (n), 6(1) (a), (b), (d), (e), (f),7(1) and 7(2) of the Official Languages (Communications with and Services to the Public) Regulations. As specified in requirement 6.3.7 of the Directive on the Implementation of the Official Languages (Communications with and Services to the Public) Regulations, such measurement of demand is not public opinion research, as defined in the Directive on the Management of Communications, and therefore does not require the application of Appendix C: “Mandatory Procedures for Public Opinion Research”.
VolumeRefers to the total number of passengers at an airport, ferry terminal, on a ferry, train or plane route or at a point of entry over a year.
Service AreaArea determined by federal institutions based on their office networks and on the regions and clienteles served by these offices. A service area generally corresponds to a given geographical perimeter within which an office provides its services to and communicates with the public. The service area may extend beyond the boundaries of the census metropolitan area (CMA) or census subdivision (CSD) where the office is located. Beyond the defined service area, communications with and services to the public are provided by another office of the same institution.
